That’s bad. Have you tracked down the source? Is it  groundwater or is this coming down from your gutters?

Well I patched up the gutter above it and the water isn’t leaking down the outside wall anymore. But the standing water outside the house is bad enough that it’s leaking in through the basement window. The city did some sewer and gas line work last summer and the neighbor had gutter work done as well and I can't help but wonder if that has something to do with the new water problem.

My neighbor’s yard slopes toward mine between our houses and the water has nowhere to go. I took care of the problem with a french drain around the perimeter of our house. I just need to install the last leg along the front of the house and our water problems should be through.

Perhaps that would help with your troubles?

That sounds pretty similar to my situation. I’ll have to look into French drains.
